Research and Professional Experience

Dr. Locke is a nationally recognized public health scientist and attorney. He is a faculty member associated with the School's Center for Alternatives to Animal Testing (CAAT) and its Risk Sciences and Public Policy Institute. As CAAT faculty, Dr. Locke is researching the evolving law of humane science, which is a key factor in how animal alternatives are developed and used in biomedical sciences. He is also an expert in risk assessment and radiation law and policy. In 2003, Dr. Locke was chosen as one of the plenary speaker respondents for the Society for Risk Analysis’ annual meeting. He was recently appointed to the National Academy of Sciences Board on Radioactive Waste Management, and serves on its committee evaluating risk-based approaches to transuranic and high level radioactive waste.

Dr. Locke has worked extensively on environmental health and policy issues, including radiation protection, indoor air quality, alternatives to animal testing, and risk assessment. He has authored and co-authored numerous articles, commentaries and reports, and served as principal co-author of the chapter entitled “Environmental Health and Protection” in Law in Public Health Practice (Oxford University Press, 2003).
